You submitted a complaint to the European Ombudsman, on behalf of Movendi Sweden and other organisations, concerning the European Commission’s compliance with its ‘Better Regulation’ rules in preparing the legislative proposal to amend regulations concerning certain market rules and sectoral support measures in the wine sector and for aromatised wine products (the EU Wine Package, COM(2025) 137 final).

I would like to thank you for bringing this case to my attention. In your complaint, you argue that the Commission, while preparing this proposal, failed to comply with its ‘Better Regulation’ rules. In particular, you argue that the Commission failed to prepare an impact assessment and conduct adequate consultations, referring to the urgency of the situation. You claim that the Ombudsman should issue recommendations to ensure that future legislative proposals are prepared in line with the ‘Better Regulation’ rules.
